Website blocking and freedom of expression

The European Court of Human Rights with a recent decision indicated as unlawful some measures of the Russian telecoms regulator Roskomnadzor which blocked many websites, as they were found to be in violation of art. 10 (Freedom of expression) and art. 13 (Right to an effective remedy) of the Convention for the Protection of Human Rights and Fundamental Freedoms.

The case began after four appeals presented by the websites’ owners before the Court of Human Rights, in accordance with art. 34 of the Convention, against Russia.
